1,240 new homes in eastern Södermalm

In the former industrial block Persikan in eastern Södermalm, where SL’s bus depot used to be located, the City of Stockholm, together with nine developers, is building seven new residential blocks with approximately 1,240 apartments. Zero Emission Persikan demonstrates how to develop and implement a zero emission and fully-electric ground works construction in a complex urban environment.

At the site approximately 1240 new apartments are being constructed by nine construction companies, along with commercial premises and two preschools. The City of Stockholm is building new streets, a park and two squares, one smaller and one larger. The site is surrounded by existing housing, parks and schools, and residents are moving into the new apartments on an ongoing basis.

As the site approaches completion, ground works are needed to complete the fine planning between buildings, the road surfaces, drainage, planting, street architecture and parks.

Net Zero Persikan

The City’s current contract is Stockholm’s first fully electric and emission-free ground works construction site. Emission-free ground works and construction – Persikan” aims to demonstrate a fully-electric machine pool in ground works. The project addresses a phase (so-called “fine planning” of the streets and public spaces in an area of around 67,000m2) in the development of Kv. Persikan on east Södermalm in Stockholm.

The City of Stockholm and KTH - Royal Institute of Technology have, with the support of the Swedish Energy Agency, launched a research and development project that evaluates multiple aspects of the construction project, including e.g. the business model, environmental impacts, energy storage and use, and digital twinning for optimisation and scenario development.

Innovative procurement

During spring 2023, a competitive dialogue took place and led to procurement of a contractor with works starting in October 2023. The project demonstrates working practices, methods and techniques which can accelerate the transition to emission-free construction works and fossil fuel-free transportation. Noise, CO2 and environmental pollution will be reduced.

The project is a forerunner and provides inspiration to other construction companies and municipalities. Business and municipalities will gain knowledge and experiences on emission-free ground works and fully-electric operations.

The project contains many works and situations typical for the city. Therefore its selection as a testbed was suitable for potential upscaling. 

The procurement for Persikan current construction works was selected as one of three finalists for the 2024-2025 European Innovation Procurement Awards in the Facing Societal Challenges category - "Net Zero Industry Procurement". The project won third price in the category.

Machinery and charging

Our contractor PEAB and sub-contractors are using electric excavators, electric trucks and a temporary battery solution for energy storage, charging from the existing city electricity grid with standard levels of effect, and without the need for expensive investments to the grid.

Timeline

The first residential blocks began construction in 2020. Demolition of the old bus depot was carried out during 2018 and 2019.

The reconstruction of streets and the construction of the square and Tvätt-Malin’s Park are taking place in stages:

  • Stage 3 is currently underway and is expected to be completed in 2026. Stage 3 is the emisson-free project.

  • Stage 2 began in the summer of 2019 and is expected to continue until the second quarter of 2021.

  • Stage 1 was carried out from autumn 2018 to summer 2019.

  • Review, 31 August – 28 September 2016

  • Public consultation, spring 2015

After the adoption, the plan was appealed to Mark- och miljödomstolen, which rejected the appeals in October 2017. The decision was then appealed to Mark- och miljööverdomstolen, which on 18 January 2018 decided not to grant leave to appeal. This means the detailed development plan then gained legal force.

The City och Stockholm has involved many developers in the project to ensure architectural variety within the area. These developers are building the new homes in the area and those are not part om the emission-free project.
